Gali Baharav Mayara, the ousted attorney general, intends to revoke the benefit given to yeshiva students and includes payment of National Insurance contributions - unless they regularize their status with the army.
This is a benefit with a cumulative annual amount of 1,044 shekels per year.
According to Yuval Sade's report on Channel 12, the move means that tens of thousands of yeshiva and college students who received a draft order will no longer be eligible for discounts and will have to pay another 1,000 shekels to the National Insurance Institute each year.
Today, yeshiva students receive a benefit that entitles them to pay National Insurance contributions of 43 shekels each month, similar to students in higher education institutions - while the rest of the public who are not employed and do not have the income required to pay National Insurance contributions are required to pay 130 shekels each month.
The benefit provided in terms of National Insurance contributions to yeshiva students is the same as that received by students, but there is a significant difference between the two groups: while academic studies are limited in time, the study of the Holy Torah in yeshiva and kollel continues - so the students continue to enjoy the benefit for many years.
According to the professional position formulated by the Legal Advisor to the Government, the current legal situation and the High Court ruling no longer allow the state to define those who violate the draft obligation as carrying out activities that the state can encourage.
For this reason, the law allows the state to grant the benefit in National Insurance contributions only to yeshiva students who have individually settled their situation with the IDF.
According to the report, the position has been formulated but has not yet been submitted.
The attorney general's office said in response to Channel 12: "The matter is still under review.".
According to the report on Channel 12, a calculation presented by the Ministry of Finance to the Foreign Affairs and Defense Committee in February of this year estimated that until the age of 46, a yeshiva student benefits from a discount on National Insurance contributions in the aggregate amount of NIS 30,000. In the past, the Ministry of Finance estimated the cumulative loss caused to National Insurance due to the discount given to yeshiva students on paying National Insurance contributions at approximately NIS 60 million per year.
