Also present at the signing ceremony were Deputy Mayor Nachshon Tsuk and Deputy Mayor Michai Alper of Degel HaTorah - who said: "The most natural thing that should have happened two years ago has happened. I congratulate Rabbi Uri and Shas on their entry and wish all of us continued success and blessed work for the city and its residents." According to a source at Degel in Haifa, joining the coalition was agreed upon after a promise to appoint a chairman of a religious council on behalf of Shas, and a city rabbi who would be appointed by consensus. Haredim 10 learned that Rabbi Moshe Dagan will be appointed chairman of the religious council as early as next week. The quick appointment was made because Shas and the municipality feared a rapid dissolution of the Knesset, which would prevent the possibility of approving appointments in the next six months. Dagan retired last month, after four years in office, from the position of Director General of the Chief Rabbinate. According to information in the possession of Haredim 10, the appointment was signed by Minister of Religious Services Yaakov Avitan.
