The government approved this morning (Sunday) the expansion of the powers of the Ministry of Construction and Housing, and the transfer of several bodies from the responsibility of the Ministry of Finance to the ministry's responsibility.
Minister of Construction and Housing Yaakov Litzman welcomed the decision to transfer the Israel Land Authority, the Housing and Rental Housing Headquarters, to the responsibility of his ministry.
He said: "In this way, we will be able to accelerate housing solutions in Israel, while concentrating and coordinating all real estate factors, in locating and developing areas for residential construction, industry and agriculture, in a professional and correct manner. The transfer of the housing headquarters as part of the Ministry of Construction and Housing will provide the right tools needed to implement a uniform and correct policy on the subject of real estate, construction and housing."
According to the decision, the Israel Land Authority will move from the Ministry of Finance to the Ministry of Construction and Housing, and the Minister of Construction and Housing will serve as Chairman of the Israel Land Authority Council and will receive powers granted to him in accordance with the Israel Land Authority Law.
Among its defined functions, the Israel Land Authority is responsible for allocating land for residential purposes, public purposes, affordable housing, public housing, employment and open public spaces, roads, highways, and other purposes in places and to the extent required by the needs of the economy, society, and the environment, including future needs; acquiring land and assisting the state in expropriating land according to all laws; preserving the rights of owners in Israeli lands; promoting the registration of rights in Israeli lands in the land registers; providing services to holders of rights in Israeli lands, and more.
It was also decided to transfer the housing headquarters to the Ministry of Construction and Housing, except for planning matters.
The transfer of the field of operation of Real Estate, Construction and Housing from the Ministry of Finance to the Ministry of Construction and Housing imposes a great deal of responsibility on the Ministry of Construction and Housing, whereby it will be required to coordinate the actions of real estate, real estate, construction and housing entities on behalf of the Minister of Construction and Housing.
The 12 housing headquarters employees, including their dependents, the budgets and resources required for their activities will be transferred to the ministry.
The rental apartment company, the Government Housing and Rental Company Ltd. - will be transferred to the authority of the Minister of Construction and Housing, who will be responsible for the area of activity of the rental apartment company.
