Good news for the North: The government has approved a new strategic plan worth approximately NIS 400 million to strengthen industry and businesses

The Ministry of Economy and Industry is launching a new strategic plan worth approximately NIS 400 million to strengthen central cities and industrial zones in the Northern District.

The goal of the program is to help the region become a hub of advanced and innovative industry, among other things, by creating quality jobs and improving productivity.

The plan includes, among other things, investments in implementing artificial intelligence tools and advanced robotics in industry, expansion and establishment of spatial industrial zones, promotion of businesses in core cities, establishment of infrastructure for the development and production of chips, investment grants for regional factories, and more.

At the same time, the ministry is operating several assistance programs worth hundreds of millions of shekels for businesses and industry located near the Lebanese border - 0-9 km and 0-2 km. We did not write this plan from within the walls of the ministry. We went out into the field, listened to the needs of the heads of authorities, and formulated it together with them. Our goal is not only to rehabilitate, but to catapult the entire North forward, and turn it into a leading national hub. I would like to thank Prime Minister Netanyahu, the mayors and authorities in the North, and the Budget Division at the Ministry of Finance for their partnership. Together, we will continue to inject economic oxygen and create growth engines that will ensure national and economic resilience, because the strength of the North is the strength of the entire State of Israel.".

The new plan, worth approximately NIS 400 million, connects advanced industry, artificial intelligence, innovation, human capital, and regional development, with the goal of creating one of the most advanced employment and industrial centers in Israel in the North. This is a long-term strategic move designed to bring investments, strengthen businesses and factories, and ensure that the residents of the North will have more opportunities, more quality jobs, and a stronger economic future.".

The Ministry of Economy will soon begin implementing a program worth hundreds of millions of shekels to strengthen the Northern District. The move is part of a government decision to strengthen the Northern Region, whose total budget is billions of shekels. The cities in the decision constitute a major urban hub and investment in them is expected to affect the entire region.

The program will be implemented in parallel with a large number of assistance tracks, operated by the ministry together with the "Tnufa" directorate for the north, totaling over 650 million shekels, relevant to businesses and industry around the Lebanese border.

The spatial development plan for the Northern District for the years 2026-2030:

  • Allocation of 70 million shekels for planning, development and execution of feasibility surveys in spatial industrial zones in the region
  • Assistance of 40 million shekels in renewal processes in industrial areas, including planning, upgrading and renewing infrastructure.
  • Reimbursement of development expenses for all industrial zones in a decision amounting to NIS 20 million
  • 50 million shekels will be allocated to a dedicated assistance program for establishing infrastructure for the development and production of chips.
  • The Industries Administration will launch a dedicated assistance program costing 30 million shekels for companies in the north, aimed at implementing robotics and increasing artificial intelligence (AI) readiness to streamline production and work processes.
  • A dedicated track of NIS 55 million for factories in the region to implement advanced production technologies
  • Conducting in-depth diagnostics, providing managers with tools to lead industrial innovation, and projects to implement technologies and streamline resources, totaling 26 million shekels, through the Center for Advanced Industry.
  • Strengthening, promoting and developing small and medium-sized businesses in the core cities, with a total budget of approximately 17 million shekels
  • A designated budget of 42 million shekels for investment plans in industrial plants that meet the conditions of the law to encourage capital investments
  • The Foreign Trade Administration will formulate criteria for prioritizing and budgeting for exporting companies in the clusters located in the relevant area, which have submitted applications for assistance within the framework of the "Pilots Abroad" program. These are grants whose total scope is 13 million shekels.
  • High-paying job track (4.18) with an emphasis on cluster areas - The Investment Authority in the Ministry of Economy and Industry will operate a track with a budget of 10 million shekels.
  • The Ministry of Economy and Industry, in coordination with the Innovation Authority, will assist in the establishment of two regional integrated bodies - RCMO Regional Cluster Management Operation, which will work to create an "ecosystem" in the field of advanced industry and the field of defense industry, with a total budget of NIS 4 million.
  • Operating a dedicated track worth 5 million shekels for salary participation for graduates of a technological or engineering degree or an engineering certificate, who will be hired for their first job in high-tech companies and advanced industry in the localities or industrial zones in the region.
