This (Sunday) afternoon, hours after the indictment was filed against Haim Rotter, chairman of the "HaShomerim" organization in Bnei Brak, a new complainant, about 20 years old, appeared at the Bnei Brak police station, telling investigators that Rotter committed a particularly serious act against him when he was a minor.
This is new testimony that does not appear in the indictment - and it joins 15 complaints that were filed.
As reported in Haredim 10, the State Attorney's Office today filed an indictment with the Tel Aviv District Court against Rotter, 38, of Bnei Brak, for committing serious offenses against four complainants, including a minor who was 15 years old at the time of the offenses.
According to the indictment, Rotter exploited his position and role in the "Guardians" organization, where he served as chairman for about 15 years, to commit serious offenses against the complainants between the years 2009-2024.
As part of his role, the defendant managed all of the association's activities, including recruiting volunteers, and patrolled the streets of Bnei Brak, as well as maintaining continuous contact with the Israel Police Station in Bnei Brak. In light of this, Rotter became a well-known public figure and gained status and power in the eyes of the public in the city, which he exploited, as mentioned, to commit serious crimes against the complainants.
The indictment accuses Rotter of committing serious sexual offenses against the complainants, including acts of rape of a minor under the age of sixteen, causing rape of a minor under the age of sixteen, indecent acts by force, and indecent acts without consent.
The prosecution asked the court to order the defendant's continued detention until the end of the legal proceedings against him.
